Kosovo joins US-led Gaza stabilization force

A small Balkan nation has become the latest country to formally join the multinational security mission being assembled to stabilize post-conflict Gaza. Kosovo Security Force Commander Lieutenant-General Bashkim Jashari and U.S. International Stabilization Force Commander Major-General Jasper Jeffers signed a Participating Country Agreement on Monday, according to the Board of Peace, the U.S.-backed body coordinating the force.

The agreement adds Kosovo to a roster that so far includes Indonesia, Morocco, Kazakhstan, Albania and Uganda. Turkey remains excluded after Israel vetoed Ankara’s participation.

The International Stabilization Force was authorized under United Nations Security Council Resolution 2803, adopted at the Security Council’s 10046th meeting on November 17, 2025. The resolution endorsed a Comprehensive Plan to End the Gaza Conflict dated September 29, 2025, and directed the Board of Peace to submit written reports to the Security Council every six months. The most recent such report, dated May 15, 2026, was transmitted to the Council by U.S. Permanent Representative Michael G. Waltz.

Under the plan’s design, the multinational force is intended to maintain stability, manage demilitarization, and train a Palestinian police force to oversee security in Gaza after the conflict. The plan also envisions a Palestinian technocratic committee of competent Palestinians from the Strip to serve alongside the Board of Peace, which is functioning as a transitional administration.

Deployment has faced obstacles. Israel’s government approved legal measures in July permitting the force to enter Gaza in coordination with the Israeli military. Timing of an Israeli troop withdrawal and disarmament of Hamas remain contested points among the parties. Nikolay Mladenov currently serves as high representative for the Board of Peace, and implementation of Israeli commitments under the peace roadmap remains a precondition for the process to advance.

The Kosovo signing extends the multinational security architecture envisioned by the peace plan, which the Board of Peace has developed in coordination with the United States and Israel.
