New York City opened its first day of the 2026-2027 school year Thursday with the launch of a free public program for two-year-olds, a one-year moratorium on generative artificial intelligence use through eighth grade, and new limits on classroom screen time for younger students.
The 2-K program admitted roughly 2,000 children on its first day, drawn by lottery from about 5,700 applicants. It is running in select neighborhoods across Manhattan, Brooklyn, Queens and the Bronx, offering full-day, year-round care from 8 a.m. to 6 p.m. for 260 days a year. Officials said the city has committed to about 12,000 seats in the next school year and continues to reach out to families on wait lists as capacity expands. The initial round is backed by a $73 million investment from the state.
The launch is running alongside a citywide moratorium on generative artificial intelligence tools for students from 2-K through eighth grade. Under the one-year policy, students in those grades will not be permitted to use generative artificial intelligence tools in class while the school system studies how, and whether, such tools should be introduced into instruction. New screen-time caps also took effect: students in second grade and younger will not receive individual screen time, students in grades three through five are limited to 30 minutes of daily individual screen use, and middle-school students are capped at 45 minutes.
City officials announced a package of administrative and technology upgrades they said would save the school system more than $100 million over the next two years by overhauling outdated technology, changing how schools purchase supplies, and cutting contracts identified as unnecessary. Families paying for private toddler care in the city can pay an average of $23,400 per year, according to a comptroller audit cited by city officials, so participation in the free program is expected to represent significant relief for the households selected in this year’s lottery.
For public school systems outside of New York City, the debut of a first-day package that pairs universal-style toddler enrollment with a formal age-based ban on classroom generative artificial intelligence use marks a national reference point. The moratorium is one of the broadest age-based restrictions announced by a major American school district, and the screen-time caps go further than most district policies for younger grades. Superintendents and school boards elsewhere will now be watching how the 2-K rollout, the artificial intelligence policy, and the screen-time limits function together as the semester unfolds.
