These proposed amendments, discussed during a meeting on June 19, 2025, at the Aiken County Government Center, are in direct response to community concerns about youth vaping habits.

Under the draft amendments, smoke and vape shops would not be permitted within 500 feet of public or private K-12 schools, daycare centers, youth centers, recreational facilities, churches, public parks, or community centers. Furthermore, they would need to be located at least 1,500 feet from any other similar establishment. This measure aims to limit youth access to vaping products and curb underage use.

The commission members exhibited a cautious approach as they discussed the amendments. There was a consensus on the necessity for further information before moving forward with the proposals. Chief Development Officer Joel Duke noted that insights from the County Attorney Brad Farrar would be critical, as Farrar was unable to attend the meeting.

This initiative follows a request made by the principal of South Aiken High School, who presented to the County Council in April the pressing need for restrictions to address increasing concerns regarding student vaping. In February 2024, a letter co-signed by several high school principals highlighted the alarming rise in vaping among students and urged for stronger legal measures against the sale of these products to minors.

The Planning Commission is now set to examine additional research and parameters regarding the proposed regulations before scheduling a public hearing to gather community input. During the June 19 meeting, seven commission members attended, while Chair Jason Palmer chose to abstain from voting on the motion to pursue further information. In addition to discussing vaping shop regulations, the commission also addressed other local developments, including the approval of a preliminary plat for a new subdivision named Bedford Landing, which is projected to feature more than 700 homes.
