# AI leaders face protests over data center expansion

As tech leaders gathered in Chapel Hill, North Carolina, this week for a G20 event, touting the benefits and future of artificial intelligence, hundreds of protestors assembled outside to voice their concerns about the technology’s impact, particularly the proliferation of data centers. This contrast highlights a growing reputational challenge for the AI industry as it seeks broader public acceptance.

Inside the Carolina Inn, where the G20 event took place, OpenAI CEO Sam Altman described AI as an incredible magic of intelligence in a bottle. He also emphasized the expanding infrastructure needs of AI, stating that much more infrastructure would be required to avoid high pricing for AI models. Nvidia CEO Jensen Huang and Palantir CEO Alex Karp were also present, sharing similarly positive outlooks on AI. Tesla CEO Elon Musk participated via conference call.

However, outside the venue, protestors raised issues ranging from environmental concerns to employment promises. One college student, identified only as Rob, stated that AI data centers are polluting water and air in many communities. Melisande Timblin, a 2005 graduate of the University of North Carolina, criticized what she called false promises of long-term employment from data center developers, noting that construction jobs typically last only a few years.

The public backlash against data centers is a nationwide phenomenon. Residents across the country have expressed concerns about the substantial demand for electricity and water these facilities require, as well as their potential for pollution. In July alone, activists organized 142 demonstrations against data centers across 42 states. Public opinion appears to align with these concerns, with a recent poll indicating that two-thirds of Americans oppose the construction of a data center in their local area.

Data centers have become a significant midterm election issue, even in states like Texas, which has the second-highest number of data centers. Republican Governor Greg Abbot recently introduced stricter regulations for data centers, and Republican Attorney General Ken Paxton has also hardened his stance. In North Carolina, where the G20 meeting occurred, numerous local governments have implemented moratoriums or stricter zoning rules in response to data center proposals.

Despite these protests, over 3,000 data centers are currently planned or under construction, adding to the approximately 4,000 already in existence. Executives argue that expanding infrastructure is essential to make more capable AI accessible to a wider audience, which also generates demand for construction jobs and related services. Manufacturers of construction equipment are experiencing a boom, and widespread AI-related job displacement has not yet materialized.

In some areas, data centers have provided economic benefits. For example, officials in Loudoun County, Virginia, which boasts the highest concentration of data centers globally, have been able to reduce residential property tax rates annually over the past decade, offsetting these reductions with income generated by data centers.

Not all protestors at the Chapel Hill event were entirely against AI. John Montavon, a local resident and former teacher, acknowledged that technology could be used in both positive and negative ways but questioned whether the tech leaders should be solely entrusted with determining AI’s development. He expressed concern for the future of communities.

For Aiken, the discussion around data centers and AI’s infrastructure needs is particularly relevant given the area’s focus on advanced manufacturing and the presence of major employers like Savannah River Nuclear Solutions (SRNS) and Bridgestone Americas Tire Operations, which rely on robust technological infrastructure. The potential for large-scale data center development could bring both economic opportunities and environmental considerations to Aiken County, impacting local resources and employment.
